    Travel Safety: Check Points - The Rules Of Engagement

    What are Rules of Engagement:

    - "Directives issued by competent military/police authority which delineate
    the circumstances and limitations under which forces will initiate and/or
    continue engagement with other forces encountered."
    -The ROE take two forms:
    (1) Actions that a military commander may take without consulting a higher
    authority,unless explicitly forbidden (sometimes called "command by negation")
    and
    (2) Actions that may only be taken if explicitly ordered by a higher authority
    (sometimes called "positive command").
